In this instance, consider the President's order on refugees that reportedly is creating chaos. Whether you agree or disagree with the intent of the decree, the imperative for all Presidential actions is that they be well-considered and legally articulated and vetted before launch and implementation.
President Trump is not a trained attorney. Therefore, he must rely heavily on experienced legal advisors. That requires professionals who are experts in writing laws and regulations in an automated regulatory environment.
New executive orders are typically vetted not only with members of the executive branch but also with senior leaders in Congress and the Senate where their staff simulates the implementation process to identify problems. Of course, they must be thoroughly understood by implementing organizations. The Problems can be fixed before they create chaos in an operational environment.
Human beings are always the subject of laws and regulations that impact them. It is imperative that government not cause harm or hurt to people that can be prevented through proper design, implementation, and communications. Negligence in the process can inflict unnecessary pain.
Today's news is a continuum in which the new and inexperienced President is rushing to act in the absence of proper planning and consideration. The entire world is watching this, and his performance that includes his cabinet is dreadfully awful and some believe that it is unAmerican.

The Trump administration on Saturday sought to clarify one of the president's most controversial actions yet amid backlash over his executive order banning entry for many refugees and people from several predominantly Muslim nations.
Reports Saturday indicated confusion as officials moved to implement Trump's order and the White House attempted to fend off accusations it was implementing a ban that effectively targeted Muslims.
"It's not a Muslim ban, but we are totally prepared," Trump told media gathered in the Oval Office on Saturday afternoon as he signed three new executive orders on lobbying, a plan to defeat the Islamic State in Iraq and Syria (ISIS) and a reorganization of the National Security Council."
