House of Representatives Malpractice

If the House of Representatives were to be a medical professional (or any other professional), it might be charged with malpractice.  Why?

Aside from obstructing justice in the investigation of a wildly illegal POTUS, there is a longstanding deficiency of high importance. That is, they often pass legislation without simulating and testing the operational consequences.

It is akin to a computer programmer installing software without first testing, validating and verifying that it will work.

They do this for several reasons:

1. They are incompetent
2. They are compelled to act and are in a hurry
3. They are fiscally and socially irresponsible

The answer is "all of the above."
