"He was talked into doing this bill first. It was not negotiated well on his behalf," the source said. "He's relied on his staff to give him good information, and they haven't. And that's the problem."

You must start by having studied the problems and needs of the nation thoroughly before shooting off at the mouth.
Congress must be in the business of doing something and not just defenestration.
