There are many qualities and behavioral characteristics that are essential for being effective leaders. In the context of evaluating presidential candidates, my book, How to Select an American President by James A. George with James A. Rodger (c) 2017 Archway Publishing, discusses them in detail.
Loyalty and allegiance are required behaviors. Loyalty is a strong feeling of support or allegiance. Allegiance in this context means a commitment to the nation from having demonstrated alignment with a political party and its platform.
I did not say this in the book exactly so that I will say it here, loyalty and allegiance begin at home. If you betray your spouse or family through compromising deeds and behavior, it isn't likely that people whom you don't know would expect you to be loyal to them.
If you are a religious person, you may know that the Ten Commandments address this. While you may ask for forgiveness, the act of betrayal will be the same as if you are a witness who lied on the witness stand. Trust, from that point on is suspect.
Citizens have every right to demand the highest standard of behavior from a President, Congressional Representative, or any other elected official.
There are some ways to demonstrate loyalty and allegiance beginning by serving your country in an unselfish capacity such as joining the military service. You might volunteer for the Peace Corps or Foreign Service. You might volunteer for community service.
Of course, another indication is for individuals to be beyond reproach when it comes to obeying laws and regulations. An individual that commits fraud, for instance, is unacceptable even when they settle out of court as a way to cleanse themselves of the obligation to repay those who are harmed.
Hear me loudly and clearly, President Donald Trump fails the loyalty and allegiance test. He was even waffling on loyalty to the Republican Party while campaigning. How could this person ever be trusted to do as he promises?

Remember the sabbath day, to keep it holy.
Rest is the reward for hard work.
Reverence and thankfulness are without limit.
Religious faithful subscribe to this belief.
Honor thy father and thy mother.
Herein is a familial bond that cements people with God.
High respect for humanity begins in this relationship.
Hakham shares wisdom with the faithful.
Thou shalt not kill.
There will be endless temptations to kill in God's name.
These actions are akin to blasphemy.
The faithful will discover better ways to protect their boundary.
Thou shalt not commit adultery.
There is little discretion to choose and to select another.
The bonding with another partner is sacred by necessity.
The faithful in all religions subscribe to this belief.
Thou shalt not steal.
There is never need so high as to warrant theft.
The needs of people can meet in the community of faithful.
The faithful in all religions subscribe to this belief.
Thou shalt not bear false witness against thy neighbor.
The neighbors are your first friends.
Those who trespass against you must be forgiven.
The faithful in all religions subscribe to this belief.
Thou shalt not covet anything that does not belong to you.
The neighbor's house, wife, and belongings are theirs.
There is no justification for trespassing against them.
The faithful in all religions subscribe to this belief.
Take twelve stones from the river and put them in a circle.
Treat them as being representative of all of the World's tribes.
Take the tablets as the law of Moses and believe them.
The faithful in all religions subscribe to this belief.
The boundary of the constant is without limit in all directions.
